Navarino Park is located in a block between Harilaou Trikoupi, Navarino and Zoodoju Pigis streets, in the area of Exarchia in Athens. The plot, owned by the Technical Chamber of Greece (T.C.G.), was offered to the municipality of Athens in 1990 in order to become a square. The T.C.G. received in exchange a license of building coefficient’s transfer in Maroussi. Due to delays and changes that occurred in the area’s urban planning of that time however, the exchange did not materialize resulting in to the site being rented as a parking for many years.
On March 7, 2009, the Initiative of Exarchia Residents, the political collectivity "We, here and now, for all of us", neighbors, fellow citizens, and hundreds of people from other neighborhoods of Athens all united, organized a demonstration during which they decisively occupied the plot. All of them demanded that the social need prevails i.e. that the parking becomes a park! After all, the proportion of public parks per person in Athens is the lowest in Europe... The people broke the asphalt with compressors and beaks, removed the dry ground that was underneath, brought trucks with soil and planted trees, shrubs and other plants. Likewise, a new park was born and is developing until today.
The elites who hold power in Greece, often put in place procedures that seek either to control or to prohibit the behavior of people that do not follow the habits of the "homo consumidoris". They are trying to achieve this through the privatization of public space, the criminalization of immigrants and the poor and by “forcefully disciplining” the most rebellious groups. Navarino occupied Park emerges as an open space within the urban labyrinth, as a place of relief from the city’s charged atmosphere, as a respite from the concrete walls, as a green oasis within the urban desert. It is hoped to be a self-managed garden where opportunities to house part of the inhabitants’ social life are created, eliminating in the same time the stereotypes of different ages, backgrounds, education and economic or social status. It is a living body beyond the logic of profit and property, a place to walk and play, to do sports, to communicate and reflect, to be creative.
The bioclimatic role of the self-managed Navarino Park is very important to improve the microclimate of Athens and break the monotony of the urban landscape. It gives the busy city a breath by increasing the number of sites with high vegetation and by restoring the vitality of previously cemented urban land. It also helps ending the cycle of urban metabolism through water management, material and energy. An ecosystem is never static, it is always changing and evolving through physical, biological, chemical and social processes. These processes are also influencing the presence of the bio-community and habitat / bio-tope that characterize this system. Similarly, the biodiversity of this park is developing and expanding over time.
The rich “biodiversity” of political beings that are participating in this endeavor against the systemic understanding of how to determine the free space is indicative of the existence of a community and a process that can serve as an accessible and reproducible model. It is an example for further application into the difficult search for the sustainable city. Navarino Park, as a neighborhood community garden, produces a catalytic effect on the environment and quality of life; it further enhances the movements towards environmental justice and sustainable city, two factors with a significant impact on the lives of the poor. Potentially, the ways of nature are crossing into new parks within the urban fabric; they will lead there and from there new routes will start.
